ABOUT THIS POSITION

Phoenix Sky Harbor International Airport (PHX) served 51.6 million passengers in 2025, solidifying its position as one of the nation's busiest airports and a vital hub in the country's fifth-largest city. PHX is the largest of three airports in the Phoenix Airport System, which also includes Deer Valley and Goodyear airports. All three are operated by the City of Phoenix Aviation Department (AVN) and collectively generate an impressive annual economic impact of $44.3 billion.

The Aviation Department is seeking a Program Manager to join the Facilities & Services (F&S) Division within the Asset Management Section. F&S encompasses fifteen sections and ensures that the airport system's buildings, equipment, and grounds are safe, efficient, reliable, and well maintained. The Asset Management Section supports all F&S maintenance and repair activities and oversees the asset lifecycle for City owned infrastructure, equipment, and facilities across the airport system.

This position plays a critical leadership role in guiding the Enterprise Asset Management System (EAMS), which will serve as the foundational platform for asset planning, maintenance management, data driven decision making, and long term capital stewardship. The Program Manager will lead the implementation, optimization, governance, and ongoing administration of the EAMS program, ensuring it effectively supports operational needs and improves asset reliability, performance, and accountability. This role will also provide long term stewardship of the EAMS program, ensuring its sustainability, alignment with enterprise standards, and continuous improvement well beyond initial implementation.

The successful candidate will supervise a Management Assistant II and will be responsible for building and overseeing a growing team dedicated to EAMS support and operation. This position reports to the Asset Management Superintendent and works closely with operational, technical, and administrative teams throughout the Aviation Department to ensure consistent, effective use of the system.

Key responsibilities include:

Lead the implementation, optimization, and long term administration of the Enterprise Asset Management System (EAMS) to support maintenance operations, asset planning, and data driven decision making.
Establish and manage EAMS governance, including asset structures, workflows, data standards, user roles, and supporting documentation.
Develop and maintain a comprehensive training program to ensure consistent system use, operational competency, and long-term adoption across the division.
Collaborate with internal stakeholders to evaluate business needs, design process improvements, and implement system enhancements that support operational effectiveness.
Monitor system performance, data integrity, reporting outputs, and user adoption to ensure ongoing system reliability and alignment with organizational goals.
Deliver presentations and communicate program status, system capabilities, and performance metrics to staff, peers, and leadership, serving as a representative of the EAMS program throughout the organization.
Supervise assigned staff, including responsibilities related to training, development, hiring, onboarding, and performance management.

SALARY

Pay Range: $102,232 to $137,009.60 annually.

Hiring Range: $102,232 to $ 124,259.20 annually.

MINIMUM QUALIFICATIONS

Bachelor's degree in Public Administration, Business Administration, Project Management, or a related field.
Five years of professional experience in program and project management, preferably within a government or public sector environment.
Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

Five years of experience in asset management or maintenance operations.
Three years supervising or leading staff.
Three years of experience in the administration, configuration, or management of an Enterprise Asset Management System (EAMS) or similar platforms.
Experience with organizational change management facilitation.
Experience with leading or supporting software system implementations.
Experience developing or maintaining dashboards, reports, and performance metrics.
Experience with the development, implementation, or improvement of asset management processes, standards, or programs.
Experience with data governance, including establishing data standards, ensuring data quality, and resolving discrepancies.
Experience in maintenance program development supporting operational reliability and asset lifecycle management.
Experience with designing, delivering, and maintaining training programs, with an emphasis on user adoption, competency building, and ongoing refresher training.
Certification in asset management, highly desired.
