DUTIES AND RESPONSIBILITIES:
The U.S. Customs and Border Protection (CBP), Air and Marine Operations (AMO) is seeking a highly skilled Program Manager to lead its Safety Management System (SMS) Program within the Training, Safety, and Standards Directorate at Headquarters in Washington, DC. This critical headquarters-level position is central to AMO's mission of safeguarding the nation by anticipating and confronting security threats through its aviation and maritime law enforcement expertise.
The incumbent will be responsible for overseeing a major programmatic area with department-wide impact, ensuring the continuous enhancement of safety across all AMO operations. This role demands a strategic leader capable of planning, organizing, coordinating, controlling, and evaluating diverse programs and services to ensure a safe and hazard-free environment, mitigate risks, and optimize operational capabilities while protecting AMO personnel and resources.
A key aspect of this role involves facilitating the implementation of the SMS across the entire organization and actively promoting awareness of safety requirements. The Program Manager will play a crucial role in Operational Risk Management (ORM) which involves prioritizing hazards, selecting effective and efficient control methods, and seeking continuous improvement through monitoring hazard mitigations.
The incumbent will ensure that ORM is employed pre-emptively, with planning as a key tenet, to manage risk during mission parameter modifications, increasing the odds of success while minimizing the likelihood of failure, injury, or loss.
The Program Manager will maintain contact and liaise with appropriate personnel to stay abreast of policies, regulations, and technological changes, while also developing methods, internal controls, programs, and procedures to improve cost-effectiveness, streamline organizational structures, and ensure conformity with sound management principles. Furthermore, the incumbent will be responsible for planning, organizing, coordinating, controlling, and evaluating the activities of the SMS program, and ensuring that all associated policies and guidance are regularly reviewed for relevance and updated periodically.
