LIN Consulting specializes in all aspects of traffic planning and engineering, as well as civil and electrical engineering. We provide industry-leading services to Caltrans, counties, cities, and private developers throughout Southern California. We are looking for a Transportation Planning Manager to head our planning department and mentor our growing team of professionals.
As a Transportation Planning Manager, your responsibilities will range from technical execution to project oversight and team leadership. You will be responsible for the delivery of diverse planning projects while driving business development and maintaining client relationships.

Key Responsibilities:
● Team Leadership: Supervise and mentor junior and mid-level planners, providing technical guidance and career development support.
● Project Management: Oversee the scope, schedule, and budget for diverse projects, including Traffic Impact Studies, Transportation Management Plans (TMPs), and parking analysis.
● Strategic Oversight: Oversee the scope, schedule, and budget for the preparation of technical transportation sections for EIS/EIR, PSR/PR, and multi-modal corridor studies.
● Business Development: Identify new opportunities, lead proposal efforts, and represent the firm at industry events and client interviews.
● Quality Control: Perform senior-level technical reviews of traffic models (Synchro, VISSIM) and reports to ensure accuracy and compliance with agency standards.
● Agency Coordination: Act as the primary point of contact for Caltrans and local municipal clients to ensure project alignment and approval.
Requirements:
● Experience: 10+ years of progressive professional experience in transportation planning, with at least 3 years in a supervisory or project management capacity.
● Education: Bachelor’s degree in Civil Engineering, Transportation Planning, or a related field
● Technical Expertise: Deep understanding of HCS, Synchro, VISSIM, and ICU methodologies. Proven experience in Vehicle Miles Traveled (VMT) analysis, including the use of regional travel demand models to assess project-level impacts. Familiarity with
CEQA/NEPA requirements and Caltrans project delivery processes.
● Communication: Exceptional written and oral communication skills, with the ability to present complex technical data to non-technical stakeholders.
● License/Certification: Registered CA Civil P.E., T.E.
● Design: Experience with the preparation of civil and/or traffic PS&E is a plus.
● Tools: Knowledge of AutoCAD and/or MicroStation is a plus.
