This position is located within ATO, Mission Support Services (AJV), Aeronautical Information Services (AJV-A), Obstruction Evaluation Group (AJV-A5) in support of the National Airspace System (NAS). AJV-A5 is responsible for evaluating notices of proposed or built structures to determine the extent of any adverse impact on the safe and efficient use of airspace, facilities, or equipment.

Duties
FG-11:
Major duties include: Assist in compiling and coordinating aeronautical studies and data related to Title 14 Code of Federal Regulations (14 CFR) Part 77 and FAA Order JO 7400.2, under supervision; Collaborate with internal and external stakeholders to gather assessments and feedback, including input from Division Responders and subject matter experts; Support the drafting, reviewing, and editing of reports or formal determinations regarding the impact of structures on the National Airspace System (NAS); Assist in composing determination letters concerning potential hazards posed by structures, with guidance from senior specialists; Participate in analyzing and evaluating critical aeronautical information for publication by Aeronautical Information Services; Help prepare analyses and case information for presentation to senior agency executives and public entities; Learn and understand interoffice relationships to assist in consolidating comments and resolving differences between stakeholders; Support the development of plans, techniques, and policies addressing challenges, under the guidance of senior management; Apply expertise in relevant regulations to participate in teams responsible for reviewing agency policies, orders, and advisory circulars.
FG-12:
Major duties include: Coordinates and compiles aeronautical studies and data with increased independence, ensuring compliance with Title 14 Code of Federal Regulations (14 CFR) Part 77 and FAA Order JO 7400.2; Reviews and synthesizes assessments and comments from internal and external stakeholders, including Division Responders or subject matter experts, providing detailed analysis and feedback; Leads the drafting, reviewing, and editing of reports or formal determinations regarding the impact of structures on the National Airspace System (NAS) prior to external distribution; Composes and refines determination letters regarding the potential hazards posed by structures or the necessity for changes in aeronautical operations or procedures, handling complex issues with minimal oversight; Conducts advanced analysis and evaluation of data critical to aeronautical information, which is preserved and published by Aeronautical Information Services; Presents analyses and case information to senior agency executives and public entities, actively interacting with the public during evaluation processes; Facilitates interoffice communication to consolidate comments and resolve differences between stakeholders, enhancing collaboration and decision-making; Develops plans, techniques, and policies to address current or anticipated challenges, collaborating with senior management to propose new solutions and policies.
FG-13:

Qualifications
To qualify for this position at the FG-11 level, you must demonstrate in your application that you possess at least one (1) year of Specialized Experience equivalent to the FG-9 level. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized Experience includes: Experience analyzing and evaluating impact to proposed or existing structures would have on airports, other aeronautical facilities, and the NAS; Experience reading aeronautical charts.

Education Substitution:Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. (Transcripts Required)

To qualify for this position at the FG-12 level, you must demonstrate in your application that you possess at least one (1) year of Specialized Experience equivalent to the FG-11 level. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized Experience includes: Experience as a technical specialist in the full range of complex technical obstruction evaluation (OE); evaluating aeronautical cases in accordance with OE principles to reach technically sound conclusions; applying OE principles and airspace management practices to assess the reliability of data and recommend mitigation measures or conditions that preserve NAS safety.
To qualify for this position at the FG-13 level, you must demonstrate in your application that you possess at least one (1) year of Specialized Experience equivalent to the FG-12 level. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized Experience includes: Experience as a subject-matter expert providing high-level technical aeronautical and operational advice to other specialist related to obstruction evaluation (OE) principles; ensuring quality control of complex aeronautical information procedures by providing subject-matter guidance to other specialists related to the development, evaluation, and maintenance of aeronautical studies; and recommending changes in policies, procedures, or specifications as it relates to the obstruction evaluation standards for products and processes.
