GIS & Operations Data Specialist – Heavy Civil
Folino Construction | Pittsburgh, PA | Full-Time
About Us
Folino Construction is a heavy civil contractor based in Pittsburgh. We pave, pour concrete, and build pipe and utility systems on PennDOT, PWSA and municipal projects across Western Pennsylvania. Our work now also includes oil and gas and data center projects. We're hiring a GIS Specialist to own our project and operations data and turn it into maps, records and reports our crews and managers use every day.
Faster. Smoother. Better.
The Role
You'll build and run the system that tells us where our work is, what's in the ground, and where our crews, trucks and equipment are. Half of this job is GIS: mapping, data collection and records. The other half is Operations: helping our project managers, superintendents and dispatch plan the work and track production. You'll split your time between the office and our job sites.
ResponsibilitiesGIS and Data Management
- Build and maintain our company GIS: active projects, completed work, utilities, paving limits, quantities and site conditions
- Collect field data with GPS/GNSS equipment and mobile apps. Turn it into accurate as-builts and record drawings
- Prepare as-built and utility deliverables for PWSA, municipalities, and oil and gas and data center clients to their standards
- Convert plan sets, CAD files and survey data into GIS. Keep data clean, organized and backed up
- Set up and manage mobile data collection forms for field crews (inspections, quantities, locates, punch lists)
- Track PA One Call tickets and underground utility locates against active work areas
- Manage drone and aerial imagery for progress tracking and volume calculations
Operations Support
- Build job maps and work-area maps for crews, trucking and traffic control
- Track daily production (tons placed, linear feet of pipe, square yards milled) against plan and budget
- Map equipment and truck locations using telematics data. Help dispatch plan hauls and equipment moves
- Build dashboards and reports for project managers, superintendents and ownership
- Support estimating with site maps, quantity takeoffs and existing-conditions research
- Help project managers with closeout: final quantities, as-builts and record documents
Requirements
- 2+ years of GIS experience, preferably in construction, engineering, utilities or public works
- Bachelor's degree in GIS, Geography, Civil Engineering, Construction Management or related field — or equal experience

- Able to read construction plans, specs and cross-sections
- Experience with GPS/GNSS field data collection
- Working knowledge of AutoCAD or Civil 3D
- Proficient with Microsoft Office, especially Excel
- Comfortable on active heavy civil job sites in all weather
- Valid driver's license. Able to travel to job sites across Western PA
- Available for occasional night and weekend field work when crews are working
